Fifty years ago, a critical decision was made in favor of tour operators. In 1958, the Supreme
Court ruled that a broker who assembles tour groups could charter transportation for the
group, legitimizing the tour operator industry as we know it. But the decision didn’t come
without a fight. Arthur Tauck Sr. and other entrepreneurs had been operating tours and char-
tering buses since the 1920s, but in 1948, Tauck applied to the Interstate Commerce Commis-
sion for an expanded license enabling him to charter equipment in all 48 states.
